प्रो. पी.सी.माथुर — महान दार्शनिक, चिंतक, दूरदृष्टा, लेखक, एक श्रेष्ठ मित्र और मार्गदर्शक शिक्षक

डाॅ. जनक सिंह मीना वर्तमान में जयनारायण व्यास विश्वविद्यालय, जोधपुर के राजनीति विज्ञान विभाग में सहायक प्रोफेसर हैं । श्री मीना ने १६ पुस्तकें लिखी हैं और सौ से अधिक शोध पत्र विभिन्न राष्ट्रीय और अंतरराष्ट्रीय पत्रिकाओं में प्रकाशित किये हैं । श्री मीना कई शैक्षणिक संस्थानों से कई पुरस्कार के प्राप्तकर्ता हैं । वे उद्घोष पत्रिका के संपादक है। वे नेपासी अकादमी के साथ जुड़े हैं ।

प्रो. पी.सी.माथुर (प्रकाश चन्द माथुर) एक ऐसे परिवार में जन्मे जहाँ अध्ययन-अध्यापन, चिंतन-मनन, प्रशासनिक वातावरण की सुगंध आच्छादित थी। इनके पिताजी प्रशासनिक सेवा में रहे जिसका प्रभाव बच्चों पर रहा और प्रो. पी.सी.माथुर को छोड़कर सभी भाई बहन सिविल सेवा में चयनित हुए, इसमें प्रो. पी.सी.माथुर साहब की महत्वपूर्ण भूमिका रही। इनका जीवन अत्यन्त साधारण एवं सभी की मदद के लिए आतुर रहते थे, न कोई लोभ, न लालच, न घमण्ड बल्कि आगे आकर प्रेरित करते और हरसंभव सहयोग करते थे। ये अपना एकेडेमिक कार्य सदैव लोगों के बीच रखते थे।

वर्ष 2011 एवं 2014 में मुझे भारतीय लोक प्रशासन संस्थान, नई दिल्ली द्वारा ‘शिक्षा का अधिकार’ तथा ‘सामाजिक सद्भाव एवं समावेशी विकास’ विषय पर लेखन के लिए राष्ट्रीय स्तर पर प्रथम पुरस्कार मिलने का श्रेय भी प्रो. पी.सी.माथुर को जाता है जिनका मार्गदर्शन एवं प्रोत्साहन मुझे निरन्तर आगे बढ़ने का बल प्रदान करता रहा। जब मैं जयपुर से दिल्ली के लिये यह पुरस्कार प्राप्त करने प्रो. पी.सी.माथुर के साथ जा रहा था तो वे अपने ड्राइवर से कह रहे थे ये पुरस्कार 1963 में मुझे मिला था, जिसे पण्डित जवाहरलाल नेहरू ने दिया था। वे बताते थे कि उस समय देश के प्रधानमंत्री से यह पुरस्कार प्राप्त करना बड़ी बात मानी जाती थी और इसी बात को मद्देनजर रखते हुए फोटोग्राफर मेरे पास आया और मेरे से वह फोटो लेने की बात कही, परन्तु प्रो. पी.सी.माथुर ने ये कहकर टाल दिया कि जिस दिन मैं अपने हाथों से प्रधानमंत्री को पुरस्कार दूंगा, वह तस्वीर अवश्य लूंगा। इतना सुनकर फोटोग्राफर वहां से चला गया।

वे निर्भीक होकर बोलते थे चाहे कक्षा हो, संगोष्ठी हो, कार्यशाला हो, या कोई सभा, कभी समझौता करने को तैयार नहीं होते थे। उनके जीवन में ईष्या का कोई स्थान नहीं था और सभी की बातों का सम्मान करते थे। वे न केवल राजनीति विज्ञान के विशेषज्ञ थे, न सामाजिक विज्ञानों तक सीमित थे, अपितु साहित्य, विज्ञान, वाणिज्य जैसे विषयों में भी अपना अधिकार रखते थे। पंचायती राज के भारत के बड़े विशेषज्ञ के रूप में उनका कार्य रहा है, जिसमें प्रो. इकबाल नारायण, अशोक मेहता समिति के प्रतिवेदन आदि के साथ भी उनका कार्य अहम रहा है। उन्होंने कई विश्वविद्यालयों के कुलपतियों के परामर्शदाता के रूप में प्रभावी भूमिका निभायी। लोकप्रशासन, राजनीति विज्ञान, अर्थशास्त्र विषयों के पाठृयक्रमों के निर्माण एवं पाठ्यसामग्री में अहम योगदान रहा है।

प्रो. माथुर ग्रामीण परिवेश एवं अनु. जाति, जनजाति, अन्य पिछड़ी जाति, मुस्लिम एवं गरीब विद्यार्थियों को विशेष प्रोत्साहित करते थे और आगे बढ़ने में मदद करते थे। प्रो. माथुर न केवल राष्ट्रीय स्तर पर अपितु अन्तर्राष्ट्रीय स्तर पर लेखन एवं अकादमिक कार्यों के लिये जाने जाते हैं। अकादमिक जगत के ज्वलन्त मुद्दों पर अपनी बेबाक राय देते रहे और कुलपति, मुख्यमंत्री, राज्यपाल को भी अपने पत्रों के माध्यम से लिखते रहे।

मेरा सम्पर्क प्रो. पी.सी. माथुर के साथ एम.ए. से रहा जब मैं ‘लघु शोध’ लिख रहा था और उनको ग्रामीण विकास पर एक शोध पत्र दिखाया तो मेरे से कहा कि ‘ये शोध पत्र आपने कहाँ पर बैठ कर लिखा है, वह कौन सी चारपाई है गांव में जिस पर बैठकर तुमने लिखा’ उनकी बातों में बड़ा रहस्य होता था और पांच हजार वर्ष पहले की एवं 5-10 हजार वर्ष बाद की बाते किया करते थे। हमारे लिये बहुत अद्भुत एवं आश्चर्यजनक लगती थी, परन्तु धीरे-धीरे सब समझ में आने लगा था। दार्शनिक चिंतकों की बातें ऐसी ही होती हैं। मेरे द्वारा लिखी गई पहली पुस्तक ‘सूचना का अधिकार’ जो दिल्ली से प्रकाशित हुई, जिसका लोकापर्ण राजस्थान विश्वविद्यालय के कुलपति भवन में 2010 में पहली बार प्रो. बी.एल. शर्मा, कुलपति द्वारा किया गया, इस अवसर पर प्रो. माथुर ने कहा कि यह पुस्तक अत्यन्त उपयोग एवं प्रभावी है और इसकी 50 हजार प्रतियां बिकेंगी तथा प्रत्येक बस स्टैण्ड और रेलवे स्टेशन पर होगी। उनकी यह बात सही साबित हुई इसकी दो लाख से अधिक प्रतियां बिक चुकी हैं और प्रत्येक सार्वजनिक स्थल पर देखी जा सकती हैं।

चैधरी देवीलाल विश्वविद्यालय सिरसा (हरियाणा) में 2011 में नेपासी की कांफ्रेस आयोजित हुई, जिसमें प्रो. पी.सी. माथुर महासचिव एवं कोषाध्यक्ष निर्वाचित हुए। इसके बाद लगातार नेपासी की अकादमिक गतिविधियों में वृद्धि की परन्तु स्वास्थ्य कारणों से कार्यों में शिथिलता अवश्य आयी, परन्तु उसकी भरपाई करने के लिये स्वस्थ होते ही आगे की कार्य योजनाएं बनायी। इसी बीच जुलाई 2015 में कुरूक्षेत्र विश्वविद्यालय में नेपासी की कांफ्रेस हुई, जिसमें पुनः महासचिव एवं कोषध्यक्ष चुने गये। वे लगातार नेपासी को आगे बढ़ाने के लिये योजनाएं बनाते और कार्यरूप देते। जब भी फोन करते 30-50 मिनट बात करते थे, जिसमें नेपासी को आगे ले जाने की बातें होती रही।

शिक्षक के रूप में प्रो. पी.सी. माथुर

इसमें किसी प्रकार का न तो कोई संदेह है और न ही किसी प्रकार की शंका कि प्रो. माथुर एक अन्तर्राष्ट्रीय ख्याति प्राप्त शोधकर्ता, लेखक एवं शिक्षक रहे। शिक्षा के प्रति ऐसे समर्पित शिक्षक विरले ही होते हैं, उनका साधारण एवं सरल स्वभाव, सबकी मदद को आतुर, निस्वार्थी, मित्रवत, दार्शनिक एवं बेहतर पथ प्रदर्शक के रूप में इन्होंने सदैव अमिट छाप छोड़ी है। मैं ऐसा सौभाग्यशाली हूँ कि प्रो. पी.सी. माथुर के साथ लगभग 15 वर्ष तक सम्पर्क रहा। चूंकि इनके होठ कटे होने एवं जन्मजात आवाज की समस्या के रहते अपने विद्यार्थियों, साथियों एवं सम्पर्क में रहने वालों को सदैव प्रेरित किया, प्रोत्साहित किया और उन्हें आगे तक ले जाने के हर संभव प्रयास किये। मेरा प्रो. माथुर के साथ शोधार्थी के रूप में लम्बा समय गुजरा और प्रतिदिन 02-03 घण्टे उनके साथ गुजारने से उनके चिंतन, विचार, मंथन को जानने का अवसर मिला जिसने मेरे जीवन की दिशा निर्धारण में अहम भूमिका निर्वहन की। देश दुनिया के विद्वानों, लेखकों, समाजसेवियों, प्रशासकों से सम्पर्क प्रो. माथुर के कारण ही कर पाया, जिनमें प्रमुख हैं - प्रो. रफी स्मिथ (आस्टेªलिया), प्रो. नरेश दाधीच (जयपुर), प्रो. सी.पी. भांवरी (दिल्ली), प्रो. बी.एल. शर्मा (जयपुर), प्रो. बी.एल. शर्मा (पूर्व कुलपति राजस्थान विश्वविद्यालय), प्रो. पी. नरसिम्हाराव (वारंगल), प्रो. रमेश अरोड़ा (जयपुर), प्रो. रमेश दाधीच (जयपुर), प्रो. यतिन्दर सिंह सिसोदिया (उज्जैन), प्रो. वी. भास्कर राव (हैदराबाद), प्रो. मोहित भट्टाचार्य, प्रो. एम.एल. छीपा, प्रो. वेददान सुधीर, प्रो. एस.एन. अम्बेडकर, प्रो. सुषमा यादव (दिल्ली), प्रो. ओ.पी. मिनोचा (दिल्ली), डाॅ. राकेश हूजा, श्रीमती मीनाक्षी हूजा (आई.ए.एस.), श्री चन्द्रमोहन मीणा (आई.ए.एस.), डाॅ. आर.डी. सैनी (आई.ए.एस.), प्रो. एच.एम. मिश्रा (भोपाल), श्री वेदव्यास इत्यादि।

प्रो. माथुर ने सिखाएं संपादन के सूत्र:- प्रारम्भ में शोध पत्र एवं लेख लिखने की बारिकियां प्रो. माथुर ने समझाई और ‘इण्डियन जर्नल आॅफ एजूकेशन, पालिटिक्स एण्ड एडमिनिस्ट्रेशन’ नामक शोध पत्रिका में मेरे कई लेख एवं शोध-पत्र प्रकाशित किये। इसके बाद इसी पत्रिका के सह-संपादक के रूप में जगह प्रदान की जहाँ से संपादन कला के अनेक सूत्र प्रो. पी.सी. माथुर ने सिखाए और यही कारण रहा कि मैं ‘अरावली उद्घोष’ पत्रिका का संपादन कर पा रहा हूँ। मैं लेख एवं शोध पत्र निरन्तर लिखता रहा और प्रो. माथुर का मार्गदर्शन मिलता रहा, जिससे अनेक पत्र-पत्रिकाओं से जुड़ा, अनेक शैक्षणिक संस्थाओं एवं एशोसिएशनों से जुड़ा।

शोध में मार्गदर्शन

मैंने अपना शोधकार्य (पीएच.डी.) प्रो. प्रीता जोशी के निर्देशन में किया और प्रो. प्रीता जोशी ही वे माध्यम रही, जिससे मैं प्रो. पी.सी. माथुर के सम्पर्क में आकर उनके घर के सदस्य की तरह बन गया। प्रो. माथुर ने पीएच.डी., पी.डी.एफ. के दौरान पूरा सहयोग एवं मार्गदर्शन किया। इसी अवधि में प्रो. पी.सी. माथुर साहब वर्धमान महावीर खुला विश्वविद्यालय, कोटा के क्षेत्रीय अध्ययन केन्द्र, जयपुर में परामर्शदाता के रूप में कार्य कर रहे थे। ये एम.ए., एम.फिल. लोकप्रशासन का पाठ्यक्रम तैयार कर रहे थे और एक ऐसा अवसर इन्होंने मुझे दिया कि प्रशासनिक चिंतक नामक प्रश्न पत्र के लिए सरदार पटेल पर एक इकाई लेखन का कार्य मुझे सौंपा। हालांकि यह मेरे लिए नया विषय था, परन्तु मैं अवसर गंवाना नहीं चाहता था और मैंने इससे संबंधित पुस्तकें खरीदी, साथ ही प्रो. माथुर ने भारतीय लोक प्रशासन संस्थान, नई दिल्ली से प्रकाशित पुस्तकंे खरीदने को कहा जो मेरे लिये मददगार साबित हुई। यह इकाई जब मैंने तैयार करके भेजी तो इसके बाद एम.फिल. लोक प्रशासन की तीन इकाई और लिखने को दी गई। सूचना का अधिकार पुस्तक लिखने के बाद पी.डी.एफ. कार्य इसी विषय पर केन्द्रित किया और इसमें प्रो. माथुर ने कई पत्र लिखे जिससे मैं उन लोगों तक पहंुच सका जहाँ मेरा पहुँचना इतना आसान नहीं था मेरा चयन जब जयनारायण व्यास विश्वविद्यालय, जोधपुर में राजनीति विज्ञान विभाग में सहायक प्रोफेसर के रूप में हुआ तो सर्वाधिक प्रसन्नता उनके चेहरे पर थी। उनका मार्गदर्शन प्रारम्भ से अन्तिम समय तक मुझे मिलता रहा। अब जब भी जयपुर जाता हूँ, तो उनसे मिलने, बात करने, सीखने की कमी सदैव खलती है।

अंतिम सांस तक नेपासी के लिये समर्पित

प्रो. पी.सी. माथुर एक राष्ट्रीय संगोष्ठी में (जो कि परिष्कार महाविद्यालय जयपुर द्वारा आयोजित थी) जा रहे थे और प्रतिदिन पूरे सत्रों की चर्चा शाम को फोन पर करते थे। यह शायद किसी को पता नहीं था कि वे इतने जल्दी दुनिया से विदा हो जायेंगे। जब वे इस संगोष्ठी से फ्री हुए तो अगले दिन सुबह 9 बजे से ही प्रो. पी.सी. माथुर साहब ने मुझे फोन किया और दिन भर में लगभग 5 बार वार्ता हुई जिसमें उन्होंने नेपासी के अगले दो वर्षों की रूपरेखा खींची थी और मैं सहज रूप से उन्हें हाॅं करता गया, परन्तु कोई आभास नहीं था कि वे ये सब मेरे पर छोड़कर जा रहे हैं। उसी दिन सांय सात बजे के आसपास मुझे मेरे मित्र का फोन आया कि वाट्सएप पर प्रो. नरेश दाधीच का मैसेज है कि प्रो. पी.सी. माथुर नहीं रहे। मुझे विश्वास ही नहीं हो रहा था और मैं इसे कतई मानने को तैयार नहीं था। मंैने जयपुर स्थित मित्रों से वार्ता की और सर के घर जाकर पता करने को कहा, कुछ ही समय में स्थिति स्पष्ट हो गई और मेरे पैरों के नीचे से मानों जमीन खिसक रही हो। ऐसे मार्गदर्शक, पथ प्रदर्शक, दार्शनिक चिंतक का ऐसे चले जाना, मूकदर्शक बना गया।

अगले महीने अक्टूबर में भारतीय लोक प्रशासन संस्थान, नई दिल्ली में कांफ्रेस थी और उसी समय नेपासी की मीटिंग भी रखी थी, परन्तु सारी तैयारी करके प्रो. पी.सी. माथुर पहले ही दुनिया से विदा हो गये। सर्वप्रथम सभी सदस्यों एवं कार्यकारिणी पदाधिकारियों ने दो मिनट का मौन रखकर प्रो . पी.सी. माथुर को श्रद्धाजंलि दी और उसके पश्चात आगे की चर्चा हुई। अब बारी थी नेपासी के महासचिव एवं कोषाध्यक्ष के पद पर निर्वाचन की और इस पर चर्चा, बहस एवं मंथन हुआ और प्रो . ओ.पी. मिनोचा की अध्यक्षता में सम्पन्न इस बैठक में यह निर्णय हुआ कि प्रो. पी.सी. माथुर के बाद डाॅ. जनक सिंह मीना को यह जिम्मेदारी दी जाये। हालांकि मैंने स्वयं भी किसी वरिष्ठ सदस्य को इस पद पर लाने की बात कही, परन्तु एक राय नहीं बनी और मुझे स्वीकार करना पड़ा जिसका मैंने कभी सोचा भी नहीं था।

Prof. P.C. Mathur: Visionary scholar, pioneer philosopher and thinker, and good friend

Dr. Janak Singh Meena is presently an Associate Professor at Jaynarayan University, Jodhpur. He has authored 16 books and more than hundred research papers that have appeared in various national and international journals. He is recipient of several awards from many academic institutions. He is the Editor of Udgosh magazine. He is closely associated with NEPASI Academy.

Prof. P.C. Mathur was born and brought up in a highly educated most renowned family of Kayastha descent surroundings where the hues of learning and teaching were all spread in the family atmosphere. His father was in administrative services that left an everlasting impression on the children in the family. So except Prof. P. C. Mathur, all his siblings have been in the administrative services. But his role in their selections and qualifying the tough competitions was remarkably important.

He was very simple and helpful to all with immense enthusiasm. He was not even ever affected by the worldly evils of greed and pride. Instead, he always comes forward to offer help and motivation to all hearts without any discrimination. He had always shared all his academic works among all open heartedly.

I remember with joy that I won the first prize in an essay competition conducted by the Institute of Public Administration, New Delhi on the theme शिक्षा का अधिकार Shiksha Ka Adhikar (Right to Education) in 2011 and सामाजिक सद्भाव एवं समावेशी विकास Samajik Sadbhav Evam Samaveshi Vikas (Social Goodwill and Inclusive Development) in 2014. The credit goes to Prof. P.C. Mathur.

I am indebted to him for my achievement as he was the only one who inspired me to look forward every time by a step ahead. I remember an incident when I was going to Delhi with Prof. P.C. Mathur to receive my prize.

On the way, he was talking to his driver sitting by the side. He said that he won the same prize in 1963. He had received it from Pandit Jawahar Lal Nehru the first Prime Minister of Independent India. He said that in those days it was a matter of great pride to receive this prize from the nation’s Prime Minister. So a photographer came to him and asked him to take a snapshot with Pandit Nehru. But, Prof. Mathur rejected his proposal. Instead, he said that I would like you to take the snapshot on the day when I will give a prize to the Prime Minister. Hearing these astonishing views, the photographer left from there quietly.

He always spoke courageously without any hesitation whether he was in the class-room, in any conference, or a meeting. He was never ready to compromise on any of his view point.

There had been no room for jealousy in his lifespan. He always welcomed every common man’s views and give proper respect to him. He was an eminent scholar of Political Science, but he never stayed bounded to the studies of Social Sciences. He vigorously studied Literature, Natural Sciences and Commerce too with same great enthusiasm and a deep interest.

He made innumerable contributions in Panchayati Raj, where he stands to share equally the platform with Prof. Iqbal Narayan and Ashok Mehta Samiti. He had played a vital role in giving his expert views in the selection of many university Vice-chancellors in Rajasthan. He had been the member of committee in setting the syllabus for the subjects like Public Administration, Political Science and Economics.

Prof. P.C. Mathur had always encouraged the students from the marginalized, unprivileged, downtrodden backward classes of the society. Prof. P.C. Mathur famous for his academic excellence. He was renowned for his tremendous writing works at national as well as on international panorama of intelligentsia. He had been delivering his open throat view points on the burning contemporary issues in the academics. He had been continuously writing to State the Governor as well Chief Minister through letters many times to attract their attention towards some unexplored untouched issues related to the social welfare.

I was in touch with him since I was working on a dissertation for my M.A. degree. I had shown him a research paper on my serious concern about rural development. After he saw it, he just asked a question “How did you write this research paper? Where is that ‘charpai’ where you sat to produce this research paper?”

Though at that time, I could not understand him properly, later I came to know that it was his compliment to me from an eye of a philosopher’s view point. I felt astonished! Understanding his comments and compliments were really a mystery to us all during those days but soon we became familiar with his phrases and their connotations.

My first book Soochna ka Adhikar was published from Delhi. In the book launch ceremony held at the ‘Kulpati Bhawan’ University of Rajasthan campus in the presence of Prof. B.L. Sharma, the then Vice-Chancellor. At the occasion, Prof. Mathur had said that the book is very valuable. It will break the boundaries of campus to reach the living rooms of common man. The words got wings and becomes a reality. Till today more than 2 lakh copies of the book have been sold. It can be seen on every major book shop, and on small book stalls too.

The New Public Administration Society of India (NEPASI) was his favourite child. When a conference was organized and held in Chaudhary Devilal University Sirsa (Haryana) in 2011, he was elected as General Secretary-cum-Treasurer. He worked tremendously on commencing various activities at NEPASI though there was a little slow down due to some health issues. But soon after he recovered, without any delay he did his accomplishments though strategic planning and achieved the set goals.

Continuing the tradition of academic activities, there was another NEPASI conference in July, 2015 at Kurukshetra University. There he was once again elected as the General Secretary cum Treasurer. Most of the times, he discussed strategies and planning to form a developmental policy for much more improvements in NEPASI and to work on them. Very often he made a phone-call to me – it was never a less than 30-50 minutes. The talks were only limited to NEPASI and its further improvements.

Prof. P.C. Mathur as Mentor

Prof. Mathur was undoubtedly a most acclaimed internationally renowned a research scholar, a mentor and a writer too. He was a dedicated mentor to academia – to an extent that is rare to find. He has made an unassuming impact on each and all by his selfless, friendly, philosophical and simplicity of behaviour to help everyone.

I am so fortunate that I had been in contact with him for about fifteen years or more. He was born with a birth defect that made it difficult to understand what he was saying. Yet, he always managed to inspire his students, colleagues and contacts. He encouraged them to move to the next unturned idea and activity.

I am fortunate to have a good long experience with Prof. Mathur. As a researcher I spent 2-3 hours a day to spend with him. His thoughts and ideas were a brainstorm opportunity to learn the key role in determining the course of my life. It was just because of this extraordinary opportunity that I owed to spent much time with Prof. Mathur that I came in contact with the universe of the eminent scholars, writers, social workers, administrators in Jaipur, India and other countries.

He introduced me to Shri T. N. Chaturvedi (Former Governor Karnataka), Prof. R F I Smith (Australia), Prof. Hoshiar Singh (Jaipur), Prof. Naresh Dadhich (Jaipur), Prof. C.P Bhambri (Delhi), Prof. B M Sharma (Jaipur), Prof. B L Sharma (former Vice Chancellor of the University of Rajasthan), Prof. P. Narasimha Rao (Warangal), Prof. Ramesh Arora (Jaipur), Prof. Ramesh Dadhich (Jaipur), Prof. Yatinder Singh Sisodia (Ujjain), Prof. V. Bhaskara Rao (Hyderabad), Prof. Mohit Bhattacharya, Prof. M. L. Prof. Mathur’s contribution in developing my editing skills

In the beginning, he taught me how to write research papers and articles and explained even the smallest points to keep remembering while writing and editing. Prof. Mathur inspired me to write several articles and get them to publish in his yet another brain child The Indian Book Chronicle, the Indian Journal of Education, Politics and Administration. He then placed me as Associate Editor of the Journal, which provided many of the formulas of the art of editing. It was his pain-taking efforts to train me that today I find myself capable of independently editing the magazine अरावली उद्घोष (Aravali Udghosh). I keep on relying on the path shown by him, and today I find myself among good academicians and their contacts.

Guidance in Research

I did my research (Ph.D.) under the guidance of Prof. Preeta Joshi, with whom I came in contact with through Prof. P.C. Mathur. Prof. Mathur gave his full support and guidance during my Ph.D. and further during my Post-Doctoral Fellow research. During this time, Prof. P.C. Mathur was working as a consultant of Vardhaman Mahaveer Open University, Kota Regional Studies Centre in Jaipur. He was preparing the course for MA, M.Phil. Public Administration. He gave the opportunity to manage for the course material for the paper of Administrative Thinkers.

He also assigned me the task of writing a unit, though this was a new subject for me. I did not want to lose the opportunity, so I bought the related book. Prof. Mathur guided me, and brought for me books from Indian Institute of Public Administration, New Delhi. This proved to be very helpful for me. I prepared and gave him three units of Public Administration paper for M.Phil.

Right after I finished my book for my Post-Doctoral Fellow work, Prof. Mathur wrote many letters about me to those whom I believe I could not easily, given my status.

Next, I remember the greatest smile of true happiness on his face telling his hearty involvement in my success. It was when I was selected by Jai Narain Vyas University, Jodhpur, as Assistant Professor of Political Science. I have sought his guidance right from the beginning till it is over. Now, whenever I visit Jaipur, I always miss him – he would always add something to my knowledge.

Dedicated to NEPASI till the end

Till his last breath he had been dedicated to NEPASI. Prof. P.C. Mathur, after he had been in a national seminar (organized by the Parishkar College Jaipur) he had discussed all the sessions over phone in the evening with me. But who knows the dance of destiny played upon we mortals. We all were unaware of the fact that the ‘Milton of Rajasthan Academia’ will depart from the world too early.

Even on the very next day, when he was free from the seminar from 9 am onwards, Prof. P.C. Mathur called me about 5 times throughout the day and discussed the next two years of NEPASI. I kept saying Yes to him but I had no idea that he is going to leave it all on me. That evening around I found that he had passed away. I could not believe it. I talked with my Jaipur-based friends to go to Prof. Mathur’s home. The situation was clear in no time.

I could feel the ground under my feet slipping. The passing away of a guide, a pioneer, a philosophical thinker left me a silent spectator.

Next month, in October 2105, the Indian Institute of Public Administration, New Delhi held a Conference, and there was a NEPASI meeting at the same time. Prof. P C Mathur had already disappeared from the world. So we started by paying homage to him by keeping first two-minute silence by all the members and executive officials as tribute to Prof. P C Mathur. Thereafter, we proceeded for further discussions.

Now it was the turn to select a new General Secretary cum Treasurer for NEPASI. Prof. O.P. Minocha decided that the position held by Prof. P.C. Mathur should now be given to Dr. Janak Singh Meena. Although I suggested that this responsibility should be given to a senior member. But, this was suggestion was not accepted, and I had to accept a position admit that I had never imagined I would get.

Lastly, again my highest regards to late Prof. P.C. Mr. Mathur. You will always remain alive in our hearts.
